[MLIT] Guidelines for Smooth Mobility in Urban Parks [Revised 2nd Edition] Released

On March 29, 2022, the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) released the "Guidelines for Smooth Mobility in Urban Parks [Revised 2nd Edition]."

These guidelines, which provide specific guidance for park managers and others in making park facilities barrier-free, were established in January 2008 and revised in March 2012. Since then, nine years have passed. Moreover, in view of the full implementation of the revised Barrier-Free Act in April 2021 and changes in the socio-economic situation surrounding barrier-free facilities, the Committee for the Revision of the Guidelines for Smooth Mobility in Urban Parks was established on November 5, 2021, to promote barrier-free urban parks further from both hardware and software aspects. The committee has been studying the revision of the guidelines.

The committee, which is made up of academics, organizations of persons with disabilities, and others, met three times and, after public comment, made this announcement.

The main revisions are as follows:

(1)   Compliance with the revised Barrier-Free Act

    Enhanced descriptions of items made mandatory by the revised Barrier-Free Act

(2)   Promotion of participation of persons with disabilities from the planning and design stages

 The participation of persons with disabilities from the planning and design stage is considered as a basic concept for barrier-free urban parks.

(3)   Responding to the intensive use of "multi-functional toilets" and to the diverse features of users

   Enhancement and revision of descriptions related to toilets, and renaming of "multi-functional toilets" to "barrier-free toilets”.

(4)   Others

  • The provisions of the Standards for the Facilitation of Mobility, etc., are described separately from the contents of the Guidelines.
  • Update descriptions in response to changes in circumstances surrounding barrier-free facilities
