[MLIT] Publication of an Interim Report Regarding the Direction of Study on Parking Facilities for Wheelchair Users

On March 25, 2022, the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) released an interim report on the “Direction of Study on Parking Facilities for Wheelchair Users”.

The MLIT has held the “Study Committee on Parking Facilities for Wheelchair Users” three times since August 25, 2021, to discuss future policies regarding the appropriate use of parking facilities for wheelchair users.

This interim report summarizes the results of these discussions and covers the following items:

1. Addressing needs relative to the use of wheelchair-accessible parking facilities

  • There are issues such as roof installations, route safety, and the securing of safe and wide spaces that allow for getting in and out of the adapted vehicle for wheelchair users at the rear of the parking slot.
  • It is necessary to clarify the eligibility of users for the wheelchair-accessible parking facilities and how to provide information on their use to bring about the appropriate environment.
  • Given the above, the guidelines should reflect the necessary content and consider how to ensure appropriate use in light of diverse needs.

2. Measures to promote the appropriate use of wheelchair parking facilities

 [1] Eligibility for the use of wheelchair-accessible parking facilities

  • The intensive use of wheelchair-accessible parking facilities is an issue.
  • It is thus necessary to clarify who is eligible to use wheelchair-accessible parking facilities and promote the decentralization of users, for example, by prioritizing parking spaces and identifying the needs of different types of disabled people who require accommodation.

[2]   The parking permit system

  • While the system has a certain positive impact on appropriate use, there are also various issues, such as inappropriate use, lack of parking spaces, and congestion.
  • In the future, a unified approach to how the system should be operated is required while assuming that the system should be handled in accordance with the actual conditions of each region.

[3]   Securing parking spaces

  • The shortage of parking spaces, especially in urban areas, is an issue.
  • Therefore, in addition to the spread of the double-space system and such, and the securing of a variety of parking spaces, it is necessary to disseminate information on  the initiatives of parking managers so they can use parking spaces more efficiently.

[4]   Ensuring the effectiveness of the system while preventing inappropriate use

  • It is necessary to expand the system nationwide while taking into consideration the effectiveness and efficacy of measures against inappropriate use through hardware and software.
  • On the other hand, many issues must be addressed when considering the introduction of penalties, etc. Discussions will continue while also taking into account the effectiveness of measures against inappropriate use.

3. Hardware development measures for wheelchair-accessible parking facilities

[1]   Standards for wheelchair-accessible parking spaces

  • Standards for the number of parking facilities to be installed need to be considered based on needs and actual conditions, as well as the promotion of appropriate use.
  • For this purpose, while promoting appropriate maintenance of parking spaces based on standards, etc., the guidelines for installing roofs and eaves, marking spaces, securing spaces that allow for getting in and out from the rear of vehicles, etc., should be enhanced and made more widely known.

[2]   Measures for existing facilities

  • Due to the size constraint of sites, it may be challenging to implement hardware measures; therefore, it is necessary to explore software measures.
  • For this reason, we will promote examples of improvements and renovations to existing facilities and models of how operational innovations have made it possible to address this issue.

[3]   Accommodating wheelchair users in mechanical multi-story parking facilities

  • The enabling environment, where wheelchair users are able to use it smoothly, is insufficient.
  • Given this, efforts should be made to collect and disseminate information on examples of wheelchair-accessible parking facilities, as well as points to note when using such facilities.

[4]   Measures for small-scale parking facilities, such as coin-operated parking lots

  • The shortage of parking spaces in small-scale parking lots in urban areas is an issue.
  • Therefore, parking lot policies should be studied in cooperation with community development, and efforts should be made to collect and disseminate examples of such efforts so that wheelchair-accessible parking facilities can be appropriately secured in each area.
