[MIC] Release of Results of the 2021 Survey on Time Use and Leisure Activities

On August 31, 2022, the Ministry of Internal affairs and Communications (MIC) released the results concerning time use and leisure activities.

The Survey on Time Use and Leisure Activities is a core statistical survey based on the Statistics Act (Act No. 53 of 2007). It is conducted in accordance with the Basic Social Survey Regulations (Prime Minister's Office Ordinance No. 38 of 1981) with the aim of obtaining comprehensive data on daily patterns of time allocation and leisure activities of the population. The survey has been conducted every five years since 1976, and the 2021 survey was the tenth.

It is noteworthy that the following disability-related survey items have been added to the current survey:

  • Status of chronic illnesses and underlying health conditions
  • Degree of disruption to daily life.

It is said that because the "Basic Plan for the Development of Official Statistics" (approved by the Cabinet on June 2, 2020) states that the government will "enhance statistics on persons with disabilities based on policy needs and other factors. In addition, in the proposal presented by the "Diet Members Caucus for the Promotion of Stable Employment and Secure Jobs for Persons with Disabilities" (abbreviated as "Inclusive Employment Caucus"), there is a call for the development of statistics that enable comparison between persons with disabilities and persons without disabilities.

According to the survey results, the following data of the population are provided with regard to time spent on activities, including those with chronic illnesses and long-term health conditions,  such as sleep, personal errands, meals, commuting to work/school, work, schoolwork, housework, nursing care, childcare, shopping, travel (excluding commuting to work/school), TV/radio, newspapers/magazines, recuperation/relaxation, learning/personal development/training (excluding schoolwork), hobbies/entertainment, sports, volunteer/social activities, socializing/associating, and medical visits/ treatment.

Incidentally, estimates of the number of employed and unemployed persons with chronic illness and underlying health conditions are as follows.
