[MHLW] Revision of Basic Guidelines for Welfare Plans for Persons with Disabilities and those for Children with Disabilities

On October 17, 2022, the Ministry of Health, Labour and Welfare (MHLW) requested the Division on Persons with Disabilities of the Social Security Council to review the basic guidelines for disability welfare plans for persons with disabilities and those for children with disabilities for fiscal 2024 at its 133rd meeting.

These plans are prepared by local governments based on the Act on Comprehensive Support for Persons with Disabilities and the Child Welfare Act, respectively, and stipulate the provisions of welfare services for persons and children with disabilities, as well as measures to secure such services.

Currently, the 6th plan for the welfare of persons with Disabilities and the 2nd plan for the welfare of children with disabilities are being implemented, and the respective 7th plan and the 3rd plan will be implemented in 2024.

Therefore, each local government is expected to prepare those plans in FY2023, and since the plans will be prepared in accordance with the basic guidelines prepared by the national government, it is necessary to complete the review of the basic guidelines by the end of FY2022.

The following are examples of points to be reviewed: 

  • Support for the transition from residential care to community living and the continuation of life in the community
  • Establishment of a comprehensive community care system that addresses issues relative to psychosocial disabilities
  • Transition from welfare institutions to general employment
  • Establishment of a planned service delivery system for children with disabilities
  1. Strengthening the functions of child development support centers and promoting local system development/inclusion in the community
  2. Facilitating the smooth transition of children with disabilities from residential care to an environment appropriate for adults
  3. Enhancing the child support system with medical care
  4. Promoting early support for children with hearing impairment
  • Further enhancement of support for persons with developmental disabilities
  • Enhancement and strengthening of consultation support systems in the community
  • Prevention of abuse against persons with disabilities
  • Actions to realize an inclusive society
  • Ensuring good quality welfare services for persons with disabilities
  • Secure and retain human resources working for the welfare of persons with disabilities
  • Formulation of welfare plans for persons with disabilities and children with disabilities focused on local needs.
  • Promotion of information acquisition, use, and communication by persons with disabilities
