[MHLW] A Study Group Held on the Community Support System for Persons with Challenging Behaviors

On October 4, 2022, the Ministry of Health, Labour and Welfare (MHLW) held the first meeting of the "Study Group on the Community Support System for Persons with Challenging Behaviors."

Based on points raised in the June 2022 report by the Division on Persons with Disabilities of the Social Security Council, the meeting was convened to discuss how community support systems for persons with challenging behaviors should be, as well as training and the deployment of support personnel.

The main points of discussion were as follows:

1. What do you think about the support system provided for persons with challenging behaviors in the community?

  1. Roles of group homes, support facilities for persons with disabilities, and other services as daily support systems in the community, as well as issues and responses
  2. Issus and responses to the concept of support at home
  3. How "intensive support" should be offered to those whose conditions have deteriorated (creation of a system for ongoing support by multiple service providers in the community)
  4. How to provide consultation and support for persons with challenging behaviors and their families, and how to coordinate services.

2. What do you think about the development and deployment of human resources to support persons with challenging behaviors?

  1. Development of "core personnel", who would provide daily support with sufficient expertise, and "leadership personnel" who would provide advice on difficult cases with a high level of expertise.
  2. How the support system for "core personnel" from "leadership personnel" should be, deployment in the community, and networking.

3. From the viewpoint of providing the appropriate support, what do you think about the evaluation criteria for the target persons of this support?

  1. Issues and responses to evaluation of "behavior-related matters”
  2. What and how to evaluate those who have extremely challenging behaviors
