[Keidanren] Proposals Announced for the "Next Basic Plan for the Promotion of Education"

On October 11, 2022, the Japan Business Federation (Nippon Keidanren) announced its proposal for the development of the "Next Basic Plan for the Promotion of Education."

The Basic Plan for the Promotion of Education is a fundamental plan for educational administration formulated in accordance with Article 17, Paragraph 1 of the Basic Act on Education (Act No. 120 of 2006). It aims to realize the philosophy of the Basic Act on Education and promote educational measures comprehensively and systematically.  The first basic plan was formulated in 2008 and has been revised every five years since then. Currently, the third basic plan is being implemented, and the Central Council for Education is discussing the formulation of the fourth plan starting in FY2023.

This proposal lists the following as "proposed indicators and target values that the business community considers particularly important":

  1. 90 % of the prevalence of digital textbooks for learners (← 35.9% in March 2022)
  2. Percentage of elementary, lower secondary, and upper secondary schools that can offer hybrid classes with remote/online and face-to-face reach 100% (← 69.6% in the Jan-Feb 2022 survey)
  3. 100% of all university and technical college students, regardless of their background, who have completed mathematical, data science, and AI education programs (literacy level) (← no data)
  4. Number of university students who study abroad for six months or longer increased to 30,000 (←about 900 in FY2020)
  5. Increase the number of students taking entrepreneurship education at universities and other institutions to 300,000 (← approx. 30,000 in FY2020)
