[CAO] Release of the Summary Version of a Public Opinion Survey on Disaster Preparedness (September 2022 Survey)

On December 6, 2022, the Cabinet Office released a summary version of a public opinion survey on disaster preparedness (September 2022 survey).

The survey aims to grasp public awareness regarding disaster preparedness and serve as a reference for future policies. Previous surveys were conducted in September 1984, August 1987, July 1989, July 1991, September 1995, September 1997, September 2002, December 2013, and November 2017. The survey covered 3,000 Japanese nationals aged 18 and older nationwide, with valid responses of 1,791 (59.7% valid response rate). The survey period was from September 1 to October 9, 2022, and was conducted by mail. The survey items were:

  1. Natural disasters
  2. Earthquake countermeasures
  3. Wind and flood countermeasures
  4. Insurance and mutual aid
  5. Disaster prevention information
  6. Disaster preparedness training
  7. Support activities for victims and disaster areas
  8. Attitudes toward self-help, mutual aid, and public assistance

As to the questions in relation to disabilities, one of the questions related to the attributes of the respondents asked, "Do you or any of your family members living with you have difficulty in evacuating on their own or take time to evacuate? What are the attributes of the individuals who have difficulty evacuating on their own or who take time to evacuate? The question includes the following options:

  1. the elderly
  2. individuals certified as requiring nursing care
  3. individuals with severe disabilities
  4. individuals with intractable diseases
  5. pregnant women
  6. infants
  7. others

The summary version of the report does not include these questions, but the full report will be published approximately one month after the summary version is posted.
