[MHLW] Release of Summary Report on Social Welfare Administration and Services for FY2021

On January 19, 2023, the Ministry of Health, Labor and Welfare (MHLW) released the "Summary Report on Social Welfare Administration and Services for the fiscal year 2021. The MHLW compiles the report annually based on data from each prefecture, designated city, and core city, with the purpose of obtaining basic data for the conduct of social welfare administration.

The report covers 13 administrative fields, including welfare for persons with physical disablilities, comprehensive support for persons with disablilities, special child-rearing allowance, welfare for persons with intellectual disabilities, welfare for the elderly, women's protection, welfare volunteers, SWCs (Social Welfare Corporations), child welfare, maternal and child health, child-rearing allowance, relief for the wounded/sick/retired soldiers, and support payments for Japanese remaining in China.

Key results are as follows:

<Welfare for persons with physical disablilities>

  • Number of persons with physical disabilities registered on the physical disability certificate ledger: 4,919,898 (a decrease of 67,151 (-1.3%) from the previous year)

<Welfare for persons with intellectual disabilities>

  • Number of persons with intellectual disabilities registered on the intellectual disability handbook ledger: 1,213,063 (+34,146 (+2.9%) from the previous year)

<Welfare volunteers>

  • Number of welfare volunteers (who also serve as child welfare volunteers): 231,111 (+421 (+0.2%) from the previous year)

<Child Welfare>

  • Number of cases handled by Child Guidance Centers for "Protective Care Consultation" (See Note below), including consultation on child abuse: 283,001 cases (+2,016 cases (+0.7%) from the previous year)

*This represents 49.5% of the total number of consultations handled by Child Guidance Centers (571,961 cases).

(Note) Protective care consultations are about children with environmental problems regarding upbringing and adoption, such as children with difficult upbringing due to the absence of parents or other guardians, abandoned children, lost children, abused children, children of parents who have lost custody, children without guardianship, etc.
