On January 10, 2023, the Cabinet Office released the results of a public opinion survey on disaster preparedness (Survey of September 2022).
The survey aims "to ascertain the public's awareness of disaster preparedness and to serve as a reference for future government policies." The survey items are as follows: natural disasters, countermeasures against earthquakes, countermeasures against damages caused by a windstorm and flood, insurance and mutual aid enrollment, disaster information, disaster drills, support activities for victims and affected areas, and attitudes toward self-help, mutual aid, and public relief.
The survey was conducted from 1 September to 9 October 2022 using a stratified two-stage random sampling method among 3,000 Japanese people aged 18 and over throughout Japan. The number of valid responses was 1,791, with a valid response rate of 59.7%.
The survey included a question on basic attributes of persons with disabilities in F4, which asked, "Do you or any of your family members living with you have difficulty evacuating on their own, or does it take a long time for them to evacuate?" For those who answered "1. Yes," a further question was posed by the F4SQ: "Which people have difficulty evacuating on their own or take a long time to evacuate?" The options are 1. the elderly, 2. those certified as requiring long-term care, 3. those with severe disabilities, 4. those with intractable diseases, 5. pregnant women, 6. infants, and 7. others.
