On March 24, 2023, the Ministry of Health, Labour and Welfare (MHLW) released the results of a survey on how local governments (prefectures and municipalities) addressed each case of abuse against persons with disabilities in their jurisdictions in fiscal 2021.

This survey has been conducted annually since the enforcement (on October 1, 2012) of the Act on the Prevention of Abuse of Persons with Disabilities and Support for their Caregivers (Disability Abuse Prevention Act) (Act No. 79 of 2011), to obtain basic data to examine more effective measures by determining how governments address the abuse of persons with disabilities.

This survey targeted all 1,741 municipalities and 47 prefectures in Japan regarding received consultations and reports (including reports by individuals) in fiscal year 2021 (April 1, 2021, to March 31, 2022) on cases of abuse of persons with disabilities.

The items of the survey are as follows:
1. Abuse by caregivers of persons with disabilities
2. Abuse by the staff of welfare facilities for persons with disabilities
3. Abuse by employers against workers with disabilities
4. Status of responses to abuse that do not fall under the obligation to report under the Disability Abuse Prevention Act
5. Status of the system that addresses disability abuse

The results of the survey are summarized below:

Regarding the abuse by employers, the source of information is data published on September 7, 2022. The results show that abuse by caregivers and staff of welfare facilities against persons with disabilities is increasing.
