[MEXT] Publication of a Report on the Ideal Support for Students with Disabilities Enrolled in Regular Classes

On March 13, 2023, the Ministry of Education, Culture, Sports, Science and Technology (MEXT) published the Report of the Study Group on the Ideal Support for Students with Disabilities Enrolled in Regular Classes.

The report is a compilation of the results of nine meetings held since June 3, 2022 by the Study Group which recommends the following directions for more effective support measures:

1. Under the principal's leadership, the school should improve the support system by actually assessing the actual conditions of students who need special educational support and systematically provide the appropriate guidance and necessary support.
2. The school should enhance in-school guidance, using its own resource room and its traveling teachers so students can receive guidance in a familiar environment with a sense of security.
3. The expertise of teachers in charge of guidance at resource rooms should be enhanced.
4. Upper secondary schools should strengthen their implementation system of guidance in resource rooms.
5. Schools for special needs education (SNE), with specialty knowledge and experience in SNE, should be able to function as a center to provide guidance and advice to elementary, lower, and upper secondary schools.
6. Creation of an inclusive school management model in which two or more schools, including SNE schools, are managed as a single unit in order to respond flexibly to more inclusive and diverse educational needs.
