[Agency for Cultural Affairs] Announcement of the Basic Plan for the Promotion of Cultural and Artistic Activities by Persons with Disabilities (Phase 2)

On March 31, 2023, the Agency for Cultural Affairs announced the Basic Plan on Cultural and Artistic Activities by Persons with Disabilities (Phase 2).

Article 7, paragraph 1 of the Act on Cultural and Artistic Activities by Persons with Disabilities ("Act") (Act No. 47 of 2018) states that "The Minister of Education, Culture, Sports, Science and Technology and the Minister of Health, Labour and Welfare must establish a basic plan in order to promote the comprehensive and systematic implementation of measures promoting cultural and artistic activities by persons with disabilities.”

As for the first phase of the basic plan, formulated in March 2019, and ending in 2022, the plan for Phase 2 was formulated for the period 2023-2027 based on the findings of the Council for the Promotion of Cultural and Artistic Activities by Persons with Disabilities, which consists of the Agency for Cultural Affairs, the Ministry of Health, Labour and Welfare and other relevant administrative bodies, as well as the Expert Group on the Promotion of Cultural and Artistic Activities by Persons with Disabilities, which consists of academic experts.

The plan states that the governments will promote the following 11 measures stipulated in the Act in a comprehensive and integrated manner, with well-coordinated measures:

1. Expanding viewing opportunities
2. Expanding creative opportunities
3. Ensuring opportunities for the presentation of works of art
4. Evaluation of works of high artistic value
5. Promotion of protection of rights
6. Support for the sale of works of high artistic value, etc.
7. Promotion of exchanges through cultural and artistic activities
8. Establishment of a consultation system
9. Fostering of human resources
10. Collection of information
11. Cooperation and partnership with suitable parties

Main policy items of the second basic plan:
1. Promotion of a wide range of cultural and artistic activities by persons with disabilities
2. Promotion of accessible environments in cultural facilities in consideration of persons with disabilities
3. Improvement of access to culture and the arts for people with disabilities
4. Creation and securing of opportunities for people with disabilities to experience cultural and artistic activities in all regions
5. Promotion of user-friendly operation of cultural and social education facilities
6. Dissemination of knowledge and raising awareness of protecting human rights
7. Expanding the demand for art, including from business and other sectors
8. Creation of wide-area and nationwide networks to promote information sharing and exchange of opinions
9. Fostering children through culture and the arts
10. Development of a consultation system in the community11.
11. Develop and secure human resources capable of providing specialist services at cultural facilities.
12. Cooperation with educational institutions
13. Promotion of support for lifelong learning of persons with disabilities after school graduation
14. Integrated implementation of the National Cultural Festival and the National Art and Culture Festival for Persons with Disabilities
15. Dissemination of a range of efforts to realize an inclusive society during the Osaka-Kansai World Expo
16. Collection, dissemination, and use of diverse information on the cultural and artistic activities of persons with disabilities
17. Strengthening of policy-making and evaluation functions based on objective evidence
