[MLIT] Publication of the Overview of Aggregate Results on Achievements of Facilitating Mobility in FY2021

On March 3, 2023, the Ministry of Land, Infrastructure and Transport (MLIT) published an overview of the aggregate achievements related to facilitating mobility in FY2021. This overview is a compilation of the results (as of March 31, 2022) submitted by public transport operators that appeared in facilitating mobility or achievement reports.

The progress of barrier-free public transport is as follows. For reference, the numbers in parentheses are the result of FY 2020:

・Passenger facilities (*1)
1. Elimination of steps 93.7% (93.0%)
2. Installation of tactile guiding blocks for the visually impaired (*2) 42.8% (39.4%)
3. Installation of information facilities 76.9% (75.1%)
4. Installation of toilets for persons with disabilities 91.8% (91.8%)
5. Platform-edge-doors or movable platform fences at railway stations
a. All railway stations 2,337 lines (2,192)
b. Railway stations with more than 100,000 passengers per day 406 lines ( 334)
・Vehicles
1. Rail vehicles (*3) 52.4% (48.6%)
2. Non-step buses 65.5% (63.8%)
3. Buses with lifts 6.0% (5.8%)
4. Airport access buses 37.6%
5. Charter buses 1,157 (1,066)
6. Welfare taxis (including UD taxis) 42,622 (41,464)
7. Passenger ships 55.0% (53.3%)
8. Aircraft 100% (99.7%)

(*1) For railway stations and bus terminals, passenger facilities with an average daily passenger capacity of 3,000 or more. It also includes passenger facilities with a daily capacity of 2,000 to 3,000 passengers in the priority development areas specified in Basic Concepts. The “Ship Terminal” and “Air Terminal” facilities with an average daily passenger capacity of 2,000 passengers or more.
The actual figures for each passenger facility are affected by the change from the previous year in the total number of passenger facilities covered by the aggregation.
(*2) For the installation of tactile guiding blocks for the visually impaired, the number of passenger facilities that comply with the Standards for Facilitating Mobility in Public Transport is summarized.
(*3) For rail vehicles, the number of vehicles that comply with the Standards for Facilitating Mobility in Relation to Public Transport' is summarized.
