[Japan Tourism Agency] Cabinet Approves the National Tourism Promotion Basic Plan

On March 31, 2023, the cabinet approved the new National Tourism Promotion Basic Plan to promote Japan as a tourism-oriented country.

Article 10 of the National Tourism Promotion Basic Act (Act No. 117 of 2006) states the basic plan. The First plan (FY2007 to FY2011) was prepared in June 2007, and the Second plan (FY2012 to FY2016) in March 2012. The Third plan (FY 2017-2020) was drawn up in March 2017. And now comes the Fourth Plan. The previous Third Plan ended at the end of March 2021, but its revision was postponed due to the lack of socio-economic prospects caused by the COVID-19 pandemic worldwide.

An overview of the plan is as follows:

1. Basic policy:
 a. Sustainable tourism with a regional development strategy
 b. Recovering inbound traveler strategy
 c. Expanding domestic exchange strategy
2. Plan period: three years from 2023 to 2025
3. Basic objectives for the duration of the plan
 a. System development for sustainable tourism region development:
The number of regions involved in the development of sustainable tourism regions is to be increased to 100 by 2025 (including 50 regions with international certification and awards).
 b. Recovering inbound travelers:
 Under this plan, the government aims to achieve:
 1) Spending by Inbound travelers: 5 trillion JPY as soon as possible [4.8 trillion JPY in 2019]
 2) Spending per inbound traveler: 200,000 JPY [159,000 JPY in 2019]
 3) Staying per inbound traveler: two nights in local regions [1.4 nights in 2019]
 4) Number of inbound travelers: more travelers by 2025 than the level of 2019 [31.88 million persons in 2019]
 5) Number of outbound Japanese travelers: more travelers by 2025 than the level of 2019 [20.08 million persons]
 6) Ratio of the number of international conferences held in major Asian countries: to be the largest host country in Asia (over 30%) by 2025. [2nd in Asia (30.1%) in 2019]
 c. Expanding domestic exchange
 1) Number of Japanese overnight stays in rural areas: 320 million persons per night by 2025 [300 million person-nights in 2019]
 2) Spending by Japanese travelers: 22 trillion JPY by 2025 [21.9 trillion JPY in 2019]

The plan addresses the importance of improving accessibility throughout, with particular emphasis on universal tourism and universal design in the strategy for expanding domestic exchange.
