[MHLW] Publication of an Overview of the Job Placement Situation of Persons with Disabilities through Hello Work

On May 31, 2023, the Ministry of Health, Labour and Welfare (MHLW) published an overview of the job placement situation of persons with disabilities through Hello Work in FY2022.

The main points of the publication are as follows:

1. New job applications and job placements:

a. New job applications were at 233,434 cases (up 4.2% from the previous year). Compared to the pre-COVID-19 pandemic year of 2019, the number of new job applications continued to exceed that of 2019 (223,229 cases).
b. Job placement cases were at 102,537 (up 6.6% from the prior year), exceeding the previous year. The number of job placements improved to close to 2019 levels (103,163 cases).

2. Employment rate (number of job placements/number of new job applications):

The employment rate was 43.9%, an increase of 1.0 percentage points from the previous year.

※ "Others" refer to persons with disabilities other than physical, intellectual, and psychosocial disabilities, specifically persons with developmental disabilities who do not hold disability certificates, persons with intractable diseases, and persons with higher brain dysfunctions. The decrease in the year-on-year difference (ratio) is mainly due to the impact of the Hello Work system reforms, which partially included persons with disability certificate holders in FY2021.

3. Factors contributing to the increase in the number of job placements:

The number of new job applications continued to increase from the previous year. The number of job offers continued to grow in the fields of medicine and welfare, manufacturing, service industries (not elsewhere classified), and wholesale and retail sectors, which account for a relatively high proportion of job offers for persons with disabilities. This is thought to be due to the increased number of job offers in the wholesale and retail trade, which in particular increased in FY2022.

4. Number of dismissals (as reported to Hello Work):

The number of dismissed persons with disabilities reported to Hello Work was 1,605 cases, lower than in the previous year (1,656).
