[MEXT] Publication of a Guide to Promote Flood Prevention in School Facilities

On May 30, 2023, the Ministry of Education, Culture, Sports, Science and Technology (MEXT) published the "Guide to Promote Flood Control Measures for School Facilities Based on Flood Risks."

Recent floods due to heavy rains have caused significant damage to school facilities, and enacting the Act Pertaining to Watershed Flood Control in 2021 has made it necessary for all parties involved in the watershed, including schools, to take flood control measures. On the other hand, the results of the "Survey on Schools Located in Potential Flooding Areas and Landslide Disaster Precaution Areas" (June 2021) revealed that among public schools located in potential flooding areas and positioned as facilities for use by persons requiring special consideration, only about 15% of schools have implemented measures to prevent flooding within their school facilities. Therefore, the MEXT set up the "Research and Study Cooperation Conference on the Promotion of Disaster Prevention and Mitigation Measures for School Facilities and Other Facilities" on December 9, 2021, and has conducted research and studies to promote future disaster preparedness and mitigation measures for school facilities and other facilities.

Based on the three discussions at the conference, the guide has been compiled, which provides basic approaches and procedures for flood control measures for school facilities.
