On May 9, 2023, the Ministry of Education, Culture, Sports, Science and Technology (MEXT) formed the (first) Special Committee on Digital Learning Infrastructure of the Elementary and Lower Secondary Education Subdivision of the Central Council for Education.

The purpose of establishing this committee was to examine and deliberate on developing and enhancing digital learning infrastructures and promoting digitization in education using these infrastructures.

The main issues to be examined are as follows:

1. How to improve the school ICT environment and promote its use
2. What digital learning materials should look like
3. Measures to promote educational data utilization and information security
4. How should students' ability to use information be developed and understood?
5. Measures to promote DX for school affairs
6. Measures to promote digitization and cloud computing for educational administrative surveys

In addition, a “Working Group on the Next ICT Environment Development Policy” will be established under the committee to formulate a new such policy to replace the current one.
