[Expressway] Revision of Discount Scheme for Persons with Disabilities on Toll Roads

On February 10, 2023, expressway companies announced a revision of their toll road discount scheme for persons with disabilities.

The review consists of the following two points:

(1) Relaxation of the one-person, one-vehicle requirement

Previously, expressway companies only applied discounts to pre-registered private vehicles under the one-person, one-vehicle requirement. As a result of this review, new discounts will now also apply to vehicles that have not been pre-registered, such as when persons with disabilities use a friend's car or a rented car or when persons with severe disabilities who need nursing care use a taxi. However, the discount application procedure must be completed in advance.

When using a vehicle without pre-registration, the vehicle should stop at the toll booth where the fare is to be paid, and the toll collectors will confirm the information on the disability certificate and whether the individual with a disability is a passenger (driving by themselves or with a carer driving).

When using a taxi and such, it is necessary to inform the taxi operator of your intention to use the toll road discount scheme for persons with disabilities when making a reservation or before getting in the taxi and confirm in advance whether the taxi company is able to accommodate your request. This discount for using taxis, etc., is available to persons with severe disabilities.

(2) Introduction of online application

A new online application system will be instead of the pre-registration procedures that were previously carried out with the cooperation of municipal welfare offices, so that they can apply without necessarily visiting a reception desk.

In order to use the online application, applicants must have their My Number Card and register with the My Number Portal for identification purposes.

For those unable to use the online application, applications will continue to be accepted at welfare offices and such with the cooperation of municipalities.

The system will be available from March 27, 2023.
