[MIC] Publication of a Roadmap to Improve ICT Literacy Skills

On June 30, 2023, the Ministry of Internal Affairs and Communications (MIC) published the Roadmap to improve ICT Literacy Skills, which was compiled by the Study Group to improve ICT Literacy Skills, and published after public consultation.
The table of contents of the roadmap is as follows:

2. Roadmap for the improvement of literacy skills

① Outline of the study group, its working groups, and their meetings
② Examples of initiatives in other countries
③ Examples of related parties' efforts

The roadmap outlines the direction of the matters to be addressed in the short-, medium-, and long-term, and the MIC will take the lead in promoting these matters as listed in the roadmap in cooperation with related entities.

The following three goals are listed:

① To be able to understand information and ICT, use it appropriately for their own purposes, deal with various risks in the digital society, and identify and solve problems while ensuring safety.
② To be able to take responsible actions to secure a sound information space, taking into consideration the impact on others as members of the digital society. (Critical acceptance of information, responsible dissemination of information, consideration for privacy and copyrights)
③ To be able to do ① and ②, accurately identifying changes in ICT, online services, and social norms.

One of the matters to be addressed in the short term is to identify the groups of young people, parents, and older adults as priority segments of the population and to promote research and analysis on these segments to clarify issues and characteristics related to each segment.

Given that the media most frequently reached and areas to be strengthened vary from segment to segment, one of the medium- to long-term issues to be addressed is to conduct research and analysis on the unique characteristics of each segment and further study content and provision methods based on the characteristics of each segment.
