Report of the 1st meeting of the WSIS Civil Society Disability Caucus

Conclusions:

1. Implementation of the principles and action plans set out by the WSIS in Geneva in 2003 is the common ground of the outcomes expected by attendees.
2. 10 Years Plan of Actions to be decided by the Summit in Tunis will play a key role to beidge the Digital Divide of Persons with Disabilities
3. The basic concept of "universal design" and "assistive technologies" in the Summit Document Declaration of Principles, and their relationship, i.e. "universal design development through assistive technology development to meet each special requirement", should be stipulated in an appropriate context of the decade plan of action to be decided in Tunis to set a clear design goal for ICT development.
4. Disability community in Tunisia is preparing a statement based on the national conferences of organizations of and for persons with disabilities. The text will be distributed through this list shortly.
5. The DAISY Consortium is preparing distribution of Summit documents in DAISY Format on CD-ROM just like Geneva phase to guarantee the access to summit documents for of persons with print disabilities.
6. By transferring DAISY technology to Tunisia, Tunisian colleagues may prepare Summit documents in DAISY Format in at least 3 UN official languages; Arabic, French and English. The rest, Chinese, Russian and Spanish, will be produced by somebody else.
7. Based on the Disability Caucus decision at PrepCom1 in Tunis in 2004, the Caucus reconfirmed to hold the 2 days 2nd Global Forum on Disability in the Society in Tunis during the summit itself, neither before nor after, to invite participants who will attend the Summit.
8. The program of the 2nd Global Forum will include following 4 sessions:
(1) Presentation of Best Practices of Assistive ICT and ICT for All
(2) Thematic Session on Disaster Reduction/Preparedness for Persons with Disabilities and the General Public; the critical role of ICT development
(3) Global Panel of Persons with Disabilities on equal partnership for ICT Development for All
(4) Adoption of Resolution for the implementation of the WSIS Action Plan
9. Based on the feedback and contributions through e-mail list and other measures, the 2nd meeting of the Disability Caucus in PrepCom2 to be held 14:00-15:00 on 24th February, Thursday, will decide and submit a proposal of the summit event of the Disability Caucus to the WSIS Executive Secretariat.
