[MEXT]"Report of an Expert Meeting on Special Needs Education in a New Era (Draft)"

On November 25, 2020, MEXT began to solicit opinions on the "Report of an Expert Meeting to Discuss Ideal Way of Special Needs Education in the New Era (Draft)". This request was made based on discussions at the 12th meeting of experts held on November 16th in 2020, in order to gather public comments on the draft report. The table of contents of the report is as follows.

I. Current situation of special needs education and its basic concept

II. Developing learning environments for children with disabilities and strengthening cooperation in this field

  1. Enriching consultation and support for preschool children from an early stage
  2. Enriching the contents of learning for children with disabilities in elementary and junior high schools
  3. Improving the educational environment in special schools
  4. Enriching learning opportunities in high schools

III. Improving the expertise of teachers regarding special needs education

  1. Expertise in special education required for all teachers
  2. Specialization required for teachers in charge of special support classes at regular schools
  3. Specialization required for teachers in special schools

Ⅳ. Improving the quality of special needs education through the utilization of ICT

  1. The significance and basic concept of ICT utilization in special needs education
  2. Improving the quality of teaching through the use of ICT and developing the ability of teachers to utilize the technology
  3. Improving the ICT environment and applying ICT to school affairs
  4. Cooperation of related organizations and information sharing

V. Enhancing seamless support by strengthening cooperation with related organizations

  1. Cooperation before entering school
  2. Cooperation while attending school
  3. Cooperation after graduation
  4. Support for children in need of medical care
  5. Support for foreign students with disabilities
