On 26^th May, 2021, MEXT published a draft ministerial ordinance on the “Standards for Establishment of Special Needs Schools”.

The standards for establishment of schools are the minimum standards required for the establishment of schools, including the types of department, the number of pupils in a class, and the number of teachers and equipment to be provided. In response to a need to improve the educational environment of special needs schools, it was proposed to set out standards for their establishment, which had not been formulated until this time. A petition had also been submitted to the House of Councillors’ Committee on Education and Science at the 197th session of the Diet regarding this issue. The date of enforcement is April 1, 2022; however the provisions on the improvement of facilities, etc. will come into effect from April 1, 2023.
