[Cabinet Office] A Set of Laws related to Digital Reform Enacted and the Digital Agency Established in September

On 12th May, 2021, six laws related to digital reform were passed and enacted at a plenary session of the House of Councillors by a majority vote of the ruling party and other parties. As a result, the Digital Agency will be established on 1st September.

The laws that were enacted are:

"Basic Act on the Formation of a Digital Society" (promulgated on 19th May, 2021, Act No. 35),

"Act on the Establishment of the Digital Agency" (promulgated on 19th May, 2021, Act No. 36),

"Act on the Arrangement of Related Laws for the Formation of a Digital Society " (promulgated on 19th May, 2021, Act No. 37),

"Act on the Registration of Savings Accounts for the Prompt and Reliable Payment of Public Benefits, etc. (promulgated on 19th May, 2021, Act No. 38),  

"Act on the Management of Savings Accounts through the Use of Personal Numbers Based on the Intentions of Depositors” (promulgated on 19th May, 2021, Act No. 39)

“Act on Standardization of Information Systems in Local Governments (promulgated on 19th May, 2021, Act No. 40).

The Digital Agency, headed by the Prime Minister and reporting directly to the Cabinet, has a strong overall coordination function (including the right to make recommendations), and will ramp up digitization in policy planning, control and supervise national information systems and the "My Number" personal identification system, and promote common digital infrastructure among local governments, etc. In the area of disability, there are plans to improve the convenience of disability certificates by promoting the use and application of data across public, private, and regional boundaries.
