Incheon Strategy to “Make the Right Real” for Persons with Disabilities in Asia and the Pacific

Governments of the ESCAP region gathered in Incheon, Republic of Korea, from 29 October to 2 November 2012 to chart the course of the new Asian and Pacific Decade of Persons with Disabilities for the period 2013 to 2022. They were joined by representatives of civil society organizations, including organizations of and for persons with disabilities. Also in attendance were representatives of intergovernmental organizations, development cooperation agencies and the United Nations system.
The Governments at the High-level Intergovernmental Meeting adopted the Ministerial Declaration on the Asian and Pacific Decade of Persons with Disabilities, 2013-2022, and the Incheon Strategy to “Make the Right Real” for Persons with Disabilities in Asia and the Pacific.

On the occasion of High-level Intergovernmental Meeting on the Final Review of the Asian and Pacific Decade of Disabled Persons held on 29 October to 2 November 2012 in Incheon, Republic of Korea, Japan Disability Forum (JDF) held "Special Event on Disability-inclusive Disaster Risk Reduction" sponsored by The Nippon Foundation and with kind cooperation of UN ESCAP.
JDF also held the exhibit about the Great East Japan Earthquake and support activities for persons with disabilities.

REPORT OF THE REGIONAL PREPARATORY MEETING FOR THE HIGH-LEVEL INTERGOVERNMENTAL MEETING ON THE FINAL REVIEW OF THE IMPLEMENTATION OF THE ASIAN AND PACIFIC DECADE OF DISABLED PERSONS, 2003-2012

Bangkok, 14-16 March 2012

The High-level Intergovernmental Meeting on the Final Review of the Asian and Pacific Decade of Disabled Persons, 2003-2012, will be convened by ESCAP from 29 October to 2 November 2012 in Incheon, Republic of Korea. The High-level Intergovernmental Meeting, which is being hosted by the Government of the Republic of Korea, is expected to adopt an outcome document entitled the “Incheon Strategy to Make the Right Real for Persons with Disabilities in Asia and the Pacific.” Regional Preparatory Meeting was held in Bangkok, 14-16 March 2012.

REGIONAL STAKEHOLDER CONSULTATION FOR THE HIGH-LEVEL INTERGOVERNMENTAL MEETING ON THE FINAL REVIEW OF THE IMPLEMENTATION OF THE ASIAN AND PACIFIC DECADE OF DISABLED PERSONS, 2003-2012

ESCAP held the Stakeholder Consultation from 14-16, December 2011 to review the key issues identified by Governments and civil society as contained in the responses to surveys conducted by the secretariat on the regional implementation of the Second Asian and Pacific Decade of Disabled Persons, 2003-2012 and seek the inputs and views of stakeholders as a basis for the preparation of the proposed outcome document for the High-level Intergovernmental Meeting to be held in Nov. 2012.

Expert Group Meeting-cum-Stakeholder Consultation to Review the Implementation of the Asian and Pacific Decade of Disabled Persons, 2003-2012: The Biwako Millennium Framework for Action (23-25 June 2010、 Bangkok、Thailand)

The Social Development Division of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is organizing an Expert Group Meeting-cum- Stakeholder Consultation to Review the Implementation of the Asian and Pacific Decade of Disabled Persons, 2003-2012: The Biwako Millennium Framework for Action, from 23 to 25 June 2010 in Bangkok.

From TWGDC to BMF-SCM

ESCAP has reduced its 13 TWGs (Thematic Working Groups) to 5 groups in accordance with UN restructuring. As a result, the scheme of TWGDC (Thematic Working Group on Disability-related Concerns) was dissolved.
TWGDC activities will be pursued under the new scheme of BMF-SCM (Stakeholders' Coordination Meeting).

BMF-SCM Activities

BMF-SCM will function in a limited period: "Second Asian and Pacific Decade of Disabled Persons (2002-2012)".

BMF-SCM, with its renewed name, towards midpoint review in 2007, will formulate "Biwako Plus Five-forward looking strategies for the second half of the Asian and Pacific Decade of Disabled Persons (2008-2012) ". Biwako plus Five will revise strategic plans for the second half of the Decade (2008-2012).

Report on Access to Information and Communication Technologies for Persons with Disabilities with the Special Reference to the Biwako Millennium Framework

Japanese Society for Rehabilitation of Person with Disabilities conducted the ICT survey for persons with disabilities related to the BMF targets in the priority area on information and communication on behalf of TWGDC from 2004-2006.
