2024年９月22日から25日までアラブ首長国連邦のアブダビでリハビリテーション・インターナショナル（RI）の2024年年次総会と世界会議が開催され、それに参加しましたので報告いたします。
ＲＩは、リハビリテーション専門家を中心とした世界的な組織で、1922年に発足しました。研究、実践、経験等の情報を交換することで、障害者の権利を守り、リハビリテーションとその関連サービスの発展のために国際的な協力を進めることを目的としています。
世界100カ国以上の障害者団体、障害者サービス提供団体、政府組織、障害関係研究者、支援者などが加盟しており、日本障害者リハビリテーション協会が日本の窓口となっています。
事務局はニューヨークにあり、４年に１回世界会議が開催されています。また、世界会議とは別に地域会議も開催され、アジア太平洋地域会議は、2019年６月にマカオで開催されました。これらの会議では、受け入れ国がさまざまな趣向を凝らして参加者を歓迎します。日本でも1988年に第16回世界会議を開催しています。
総会は毎年開催されており、国際会議が開催される年は、その開催地で同時に開催されることが通例となっています。
今回も2024年９月22日に2024年年次総会、23日から25日まで世界会議が開催されました。
開催にあたっては、地元のZayed Higher Organization for People of Determination(ZHO)がオーガナイザーとして支援していただきました。
開催会場は、いずれもアブダビ国際展示場(Abu Dabi National Exibition Center: ADNEC)の中で行われました。ADNECは広大な敷地をもち、ホテルなども付属しています。その一部を使って開催されました。
年次総会
RI2024年総会は、2024年９月22日10:15-16:00までADNECのCapital Sute 7で行われました。

監査委員会報告、RI&RIF 2025年予算案、新会員については、特に質問やコメントもなく承認されました。予算案では、前年度に引き続き、中国からの130万ドルの支援があるとのことでした。
役員選挙では下表の役員が選出されました。
日本からは、特定非営利活動法人支援技術開発機構（ATDO）副理事長の河村宏氏が技術･アクセス委員会(Technology & Accesibility Commission)副委員長に選出されています。
2028年世界会議(RI World Congress)はフランスに打診中とのことでした。
今期で会長が交代となり、閉会式では、前会長のマダム・ハイディにRI終身会員の資格とRIグローバル・障害者・権利・アンバサダーの称号が授与されました。また、マダム・ハイディを支え、実質的な事務局を担ってきた中国障害者連合からの挨拶がありました。
新会長は、リハビリテーション医で、ハノーバー医科大学の教授をされており、ＷＨＯの専門委員会議長、ヨーロッパ・リハビリテーション医学学会理事、グローバル・リハビリテーション・アライアンス会長もされているとのことです。
所信表明では、ECOSOC、WHO、UNESCO、ILOなどの国連機関との関係強化、障害女性、プライマリケアにおけるＣＢＲ、メンタルヘルスと障害、IT・AIといった重要課題への取組強化、RIユース・フォーラムの創設などの方針が示されました。

世界会議
世界会議は、2024年9月23日から25日まで、ADNECのHall 4とConference Hall A,B,C,Dで開催されました。写真は会場入り口の様子です。外は40℃を超える砂漠の気温でしたが、屋内は冷房が効いていました。ADNECにはこのような建物が11ありました。
